Dispatching Plan

Event/replan-driven dispatch — the optimizer re-plans on relevant events (car connect/disconnect, IDM price divergence, SoC thresholds) plus a safety interval, and only the committed first step is sent to Amperio. There is no fixed tick loop: each command is the result of a discrete trigger. The committed commands themselves live on the Live Commands Stack.
